What is the polishing block really used for?

How to use it correctly?

After using a nail file, gently buff the entire surface with the polishing block in circular motions— without applying heavy pressure. The goal is to lightly dull the surface, not to sand it. Then, remove all dust with the dusting brush, and apply the pHBond and your Rubber Base Coat.
